City of Winnipeg

Cities, towns and other municipal governments are created by provincial Legislative Assemblies.

The powers that a province delegates to its cities and towns vary with the size and complexity of the city or town.

Winnipeg's powers are defined by an act of the Manitoba Legislative Assembly, The City of Winnipeg Act. The Act is also known as the The City of Winnipeg Charter.
